Here's a few things I've got so far:
What radio gear to stock it with – HF, VHF, GMRS, Winlink, Starlink?
-All of the above plus 70cm DMR. I would also include radios that will cover CB, MURS, Marine, and FRS. CB and FRS is the most common radio for the general public to have, I've been told that FRS is commonly used at shelters as well. We are on the coast and have two lakes in our coverage area, Marine band could be very useful dealing with people on the water.
Emergency supplies, tarps, first aid, fire extinguishers, water?
-Add ropes. On first aid; along with a standard high capacity first aid kit, it would be nice to have a full trauma kit (starting around $150 for basic) and an AED (Starting around $1500). Fire extinguishers; a standard high-capacity ABC extinguisher (not to use on electronic equipment!), a CO2 or preferably a clean agent such as a Halotron extinguisher (for use on the sensitive electronics), and a standard water extinguisher that we can recharge ourselves (not for the electronics!).

I think a grant for a trailer is in order.
Purpose of the trailer will need to be defined. Simple is paramount initially. What the emcomm trailer becomes in practice will evolve from its orgininal purpose. The sky is the limit (literally) and the good the AARG can do is unlimited. Trailer, Antenna, radio, genererator is needed to get started. Everything else can be added over time. Yes, water, medical, starlink, emergency road side assistance (highlift jack, towstrap, tools for changing tires,) defibulator, med kit are important-if not necessary.
I have written a successful grant or two over the last 10 years, I am not a grantwritter. I am happy to help or even chair writing a grant. there are specific grant availible with deadlines that we might utilize. Some information is needed to get started and from my initial look see that is: AARG mission statement, goals, materials including source and price, and how the success of the grant will be measured.
I will be out of town march 18-25, but have the spring break from school the next week. Lets get together (preferably in person, but over the air is okay too) and try to get some notes on paper and I can start looking around for relevant grant opportunities.

Thanks, Nicholas! Yes a lot needs to be defined, uses, measurements, size etc etc. I would like to see a lot more comments and participation from the other members to attend an in person meeting to set these definitions. Thnx again for your time and input.
Great comments, Howard. I think we need to quickly define our wish list of radios so we can get the cost study going. I do feel that HF should be included in Phase I possible a shack in the box. Also we need to determine the size of the trailer we want, I saw a few new 16' for under 5K. As Nicholas pointed out, we will have to come up with 'measurements of success' for any grant proposals. Retrofit costs have to be defined too, shelving, table, chairs etc.
As it's difficult to corral people into in person meetings we could use zoom meetings for this purpose.
